Our own Michelle Keith who has been with the City of Sierra Madre for over 20 years will be leaving for greener pastures. She has accepted the job as the City Manager of Bradbury. The city with more horses than people, and only 3 employees. A true "contract" City.

We wish her well. The loss of experience and dedication as valuable City employees leave will not be easy for our small City to handle.

Got Sandbags?

Recent rains and subsequent mud and debris flows demonstrate the need for property owners to protect their homes and properties from potential mud flow damage NOW.

The City of Sierra Madre is asking all homeowners to prepare for the possibility of a repeat rain performance in the coming months, and to retain filled sandbags at their own property for immediate re-use in the event of a storm forecast.

“Used” sandbags and covers are recyclable and should not be discarded or turned back in to the City. The City is not responsible for collecting used sandbags that have been discarded in the street so please help keep the neighborhood tidy, and plan to re-use your sandbags.

Trail Race

According to the City of Sierra Madre WEB site, the Mt. Wilson Trail Race will take place on 6-07-08, at 7:30:AM.

After much assessment and forethought, the Mt. Wilson Trail Race Committee has decided to postpone the race to June 7, 2008.

The Mt. Wilson Trail Race Pasta Feed will occur Friday night, June 6, 2008, at 6pm in Kersting Court.

MT. Wilson Trail Race Postponed

Following is the official announcement from the city:

After much assessment and forethought, the Mt. Wilson Trail Race Committee has decided to postpone the race to a TBD date, hopefully in the next three to four weeks.

While we are confident we could restore the trail after yesterday’s rainstorms, the rain that hit us last night and this morning make more work for us and compromise the safety of all participants. The ground above and below the trail is very saturated right now and with more impending rain in the forecast, there is a chance of a slide either before or during the race. While those on the committee are competitors at heart, we know that your safety comes first.

The thunderstorms that are predicted will also affect the pasta dinner tonight and the race-related activities tomorrow. We would rather wait until the weather improves and we have had a chance to get the trail more race-ready.

I apologize if this decision inconveniences you, particularly those who are coming in from out of town. We hope you can make it on the date we set, but would rather not refund entry fees and direct them to the additional costs we will have of setting things up again, and the expenses we will incur to restore the trail to race conditions.

So, everything will be the same, just a few weeks later. I knew you would appreciate more time to train!

Thanks again for your support. As much as we are ready to go with the race, we think we are doing the right thing.

Friday UPDATED

The City will be holding and Emergency Council Meeting today at 1:00 pm to declare a state of emergency.

Helicopters are the Fire Service watching the hillside according to the PD, I phoned them regarding this. They have been there since very early this morning.

Apparently the evacuations are voluntary, so someone needs to tell Code Enforcement, since they indicated to me yesterday the North side of Skyland was mandatory. Several slides have occured, my sources have said no structural damage.

Sandbags are available at the City Yard.

AM Update
For a morning update head over to Bill Coburns site. He has been monitoring the situation throughout the night. I woke at daybreak to the sound of helicopters, most likely the news crews trying to get footage of the hillside. Fairly heavy rains throughout the early morning hours.

According to Bill no additional flows have been reported. The am news however says today's weather will be much like yesterdays with possible thunderstorms this afternoon. Rain though Saturday, and sunny on Monday.

At this time no word on the trail race. However with the rain continuing I am sure they will be assessing the trail several times during the day and early morning before a decsion is made.

Mandatory Evacuation

The north side of Skyland is under a mandatory evacuation order. South side is voluntary, I took a walk to check out the situation. Code enforcement who is keeping people out of the area said there was a 3 foot flow that damaged property, pools jacuzzis gardens, no structural damage is reported. The majority of the problem is at 801 Skyland, however other homes are potentially threatened if there is another incident. WOodland noth of Mary's Market is also evacuated, not sure if it is voluntary or mandatory.

Just because there was no structural damage doesn't mean there isn't a huge mess to clean up. But lets be thankful homes are intact.

Not sure the length of the evacuation, if the rains continue reports say the residents will not be let back in until the hillsides dry.

Public works trucks are driving by my home as I type this, so the City is helping out. For information on sandbag avilability check Marys Market, Bill Coburns site or the City's site.

City sent out this announcement:

Public Works has made sand and sand bags available at Mary Market’s and the Public Works Yard. The Fire Department has sand bags ONLY available.

There are voluntary evacuations of residents on Skyland, North of Idle Hour. There also voluntary evacuations on Woodland, North of Mary’s Market. Note I was told in person by code enforcement the evacuation on the north side of Skyland in mandatory.The Sierra Vista Park at 611 East Sierra Madre Blvd has been opened as an evacuation center.

Canyon Celebration

Our friend Jack, who lives at 875 Skyland Drive, is hosting a Memorial Day party for all of the upper canyon residentson Monday, May 26, 4-8 p.m.

It’s going to be a casual, hang out by the pool, kind of get together so that all of the canyonites can get to know each other better and celebrate that their homes are still standing. He’ll be barbequing hot dogs and hamburgers and providing a variety of beverages for all to enjoy.

So come out and say hello to your neighbor, and let us celebrate our good fortune. Thanks Jack!!!

Although we were all able to return safely to our homes thank to the heroic efforts of the firefighters, many of the local wildlife lost their homes. You may see them, and some kind soul circulated a flyer here in the canyon with the following suggestions.

If you see sick, injured or starving wildlife please call the following numbers:

WILD RESCUE - 866 WILD - 911 (866.945.3911) . This is a 24 hour hotline that will provide local numbers to call to assist.

CALIFORNIA WILDLIFE CENTER - 310 458-WILD (310.458.9453) They assist with orphaned and injured wildlife. They listed 2 other numbers one is for information 818 222-2658 or their hospital 818 591-9453. This facility is permitted to rehabilitate fawns and coyotes.

They also caution against putting out food that is not normally put out, but making water available at a safe distance from the house and the road which might be a good idea during this initial period of recovery.

Please remember to be kind to our friends who have lost their homes.

Mary's Market

Mary's will be reopening for the first time since the burglary and fire. Some people wanted to get together and have a benefit concert to help with some of the losses suffered from the burglary. There will be a variety of musicians such as Jody and the Minions, Roadhouse Ron, Steven Radice and Jean, Faithanne and Friends, Joe and Maggie, and more performing there from 6-9 p.m. tonight. It would be great to have everyone back together after the fire to celebrate the blessing of the canyon being spared from the fire and support Mary's. Hope to see you there."

Sunday Evening - UPDATED 10:30 pm

Its back. Just as I started to lay down and try to sleep, and thought it did too. Walked up to the top of the upper canyon. The ridge above the dam is full of flames again. The helicopters can be heard, but its media as NO water dropping is going on. Whats most ditressing is all the engines and crews that were all park in the canyon seemed to have left. Why?

UPDATED 4:30 p.m.

The ridge fire looks completely out, and there are now hand crews dealing with hot spots. It's pretty amazing to see these guys strung along a line on the ridge helping to save our homes from further danger. The fire up there was a big concern for this canyon.

It's like a ghost town up here with a few of us who decided to "wait" a bit longer before leaving. Just took a short walk around and spoke to one of the engines. They were all waiting it out, and seemed hopeful that the worst was over. But we still ahve to be watchful if the winds shift tonight.

Schools closed tomorrow, and there is a possibility of the evacuations being lifted by 6 a.m. if the weather and fire conditions continue to improve.

UPDATE 1:00 pm

Lots of trucks with hand crews arriving. Apparently laying hose for structure protection. I spoke to one of the guys on the engines, he said they have lots of resources. My only concern is that once night falls no air assault, so the ridge will burn where it wants. Wind is picking up slightly.

Update 10:30am:

Watching them hold the ridge above Skyland (upper canyon)as it trys to burn over. Earlier this a.m. I saw crews on foot in the lower canyon, it looked like they were protecting a home as the fire was getting quiet close. About 5 engines staged in the upper canyon. No one is allowed back in once they leave. Oddly enough no one knocked on my door to evacuate last night. I also ran into a guy on Idlehour lane. He and his family found out this morning that there was a mandatory evacuation.

No property loss. They are being very cautious. All the fire crews I spoke to on my walk said that the fire had spread alond the ridge, we can't see it really but it is there. That is why they are now doing more evacuations.

Earlier:
Just a morning update. Last night they evacuated the upper and lower canyon. I am still here until the fires pose an imminent danger. This morning it looks better, although there are still flames visible, and they are evacuating more homes today.

Last night the fire burned down the hillside towards the lower canyon. Watching the flames hourly, through the night that was unnerving.

There seems to be more of a threat to homes in the lower canyon, and it is raining ash. The air assault started at daybreak. Fire is only 5% contained.

The biggest problem last night was looky loos in the canyon, prior to the evacuation it was a traffic jam here. We started stopping cars and asking if they were local, if they were not, we told them to leave.

Now with the evacuation, its very quiet other than the helicopters.

The Lie that wouldn't Die

Some stories are like the proverbial fish tale, always getting bigger as it gets passed on.

I recently received a mailer from the “Sierra Madre Citizens for Change,” which propagates a lie that has been debunked more than once, by more than one person. And yet it lives, it won’t die.

The mailer states: “Sierra Madre’s budget has ballooned from $7.9 million dollars in 2001 to $18.2 million in 2008. Why?”

This lie was also repeated in the April 5th Pasadena Star-News, in a letter to the editor. Click here for the full text of this letter.

This utter fallacy of the mailer’s statement was analyzed in an earlier piece, click here. A more thorough analysis, thanks to Bill Coburn, can be found here:

Early on, one could be excused for the “$7.9M to $18.2M” nonsense because of lack of understanding of how to read budgets. But the lie wouldn’t die, and it’s not because of a misunderstanding: it’s a deliberate attempt to deceive voters into believing that Sierra Madre’s budget is out of control, and that the incumbents should be turned out of office as a result.

There have been several apologists for this mailer, claiming that neither Mary Ann McGillivary nor Kevin Paschall were behind it. In fact, none other than “Sir” Eric Maundry, aka John Crawford, has been identified as the Treasurer for this mysterious group. Nevertheless, the mailer is an obvious attempt at distorting the truth to assist the challengers in the April 8th election.

The disavowals notwithstanding, it is obvious that at least one challenger, Kevin Paschall, is at least a believer in the Gospel according to “Sir” Eric: on Paschall’s mailer, he claims he wants to “Stop Reckless Spending of Tax Dollars.” It is disturbing that a candidate for City Council has never taken the time to crack open the budget, read it, understand it, and taken informed positions on which to base his campaign platform. Instead, he simply believes what others tell him, and this is a dangerous approach to governance when that other person is the renowned liar himself, Sir Eric Maundry.

Maundry and his various alter egos and allies love to label those who disagree as the “dirts.” A clear case of the pot calling the kettle black!

Sir Eric and his Budget: The Emperor has no clothes

I could only shake my head in bemusement when I read a portion of “Sir” Eric’s post of March 31st, particularly this item:

“VERBOTEN TOPIC NUMBER 1: ‘Sierra Madre’s budget has ballooned from $7.9 million dollars in 2001 to $18.2 million in 2008.’”

We have all known for quite some time that Mr. Eric loves to stretch the truth so he can concoct silly conspiracy theories. Unfortunately, his tune never changes……he simply “cuts and pastes” his same old drivel over and over again, reorganizes it, and tries to pass it off as something original.

Several posters have tried to politely correct him, only to be flamed for their efforts. His presence – and those of his alter egos (for example, “Frank Discussion”) and his equally blinded buddies have stained the quality of discussion here.

Here’s a quote from his “verboten topic number 1:” “And as everyone should know by now (there have been notable exceptions), Sierra Madre’s budget for the year 2008 is $18.2 million.”

“Sir” Eric claims that the last audit filed by Sierra Madre was for the Fiscal Year 2000-2001; this is where he gets his “$7.9M” figure. This is wrong. The last audit was filed for Fiscal Year 2001-2002, and the equivalent figure is $9.4M. See this link.

Oh, but wait. The state is very clear that these annual reports are meant to depict general government revenues and expenditures. How about that? Which is to say, not all of any city’s several funds are included in this report. Did you know that, Eric? Of course you didn’t. In fact, in the FY 2001-2002 Sierra Madre budget – the audited one – there is a General Fund; 33 “Special Revenue Funds (otherwise knows as “Restricted Funds);” five Assessment Districts; two categories of “Proprietary Funds” (“Internal Service Funds,” which have five funds, and “Enterprise Funds,” which has 8 funds); a Capital Replacement Fund; and a Community Redevelopment Fund consisting of 3 funds. A total of 54 separate funds, totaling $18,897,553! But the state annual report only wants information from the General Fund and a few others, a total of $9,416,691. In fact, the Community Redevelopment Agency – about $4.3M all by itself, is required to file its own annual report separately. Did you know that too, Eric? Of course you didn’t.

The General Fund is the main operating fund for unrestricted resources. This is the fund that accounts for all the basic City services – police, fire, recreation, public works, planning, general government. This is the fund the consultants are paid out of, as well as legal services. In FY 2001-2002, the General Fund was $5,997,438.

What about these “Special Revenue Funds,” otherwise known as Restricted Funds, that Eric so lightly dismisses as fiction? Many of these funds are used for revenues from other government agencies that are restricted to a specific purpose. Under Generally Accepted Accounting Principles (“GAAP” – I’m sure Eric will dismiss this too, since it will be too complicated for him to understand), each revenue source must have its own fund. Other restricted funds include assessment districts. Examples of some Restricted Funds include transportation grants from federal, state and county agencies (such as ISTEA/T-21 federal grants; state gas taxes; “Proposition A” and “Proposition C” local transit grants; state park bonds, “Community Oriented Policing Services (COPS) grants, etc. In FY 2001-02, these funds totaled $3,608,444. The amount of money Sierra Madre has in the Restricted Funds will vary from year to year based on grants the City is awarded as well as the fluctuations in formula-based funds (such as the state gas tax).

Very briefly, the FY 2007-2008 budget, the same General Fund is $6,199,494 (up from $5,997,438 in FY 2001-02). The total of all Restricted Funds is $18,246,539……..hey, wait! Isn’t that “Sir” Eric’s famous “18.2M” number?? Yup! He compares the FY 2001-02 General Fund to the FY 2007-08 Restricted Fund.

Hey, anybody could make that mistake, given the complexity of city budgets. But Eric has been corrected a zillion times over the last couple of months, and it never sinks in. He’s either addicted to his “cut and paste” fantasies (i.e., lazy), can’t read the budgets (stupid), or can’t tell the truth (liar). Given his persistence in repeating – oops, cut and pasting- his drivel, I think he’s all three.

None of this discussion relies on the lack of audits in the meantime – we’ve taken the last audited budget in FY 2002-02 and compared with the current budget, which can’t be audited until the fiscal year is over.

You can rant and rave all you want about what you dislike in the budget
itself – but try to understand what you’re complaining about.

The Budget Demystified

So now its time to discuss the budget; there has been a lot of “talk” about the budget and audits, all talk and no facts. No one bothered to go to the library and take a look. No one bothered to call City Hall or talk to City Council, ask the questions, find out why no audits, people are making assumptions, slinging mud, but not finding out. Well here are the facts.

If you read the budget document (available at the Library) you will see that the General Fund non-personnel related costs (expenses) have been almost flat since 2004. The personnel related expenses did go up about $500,000 since 2004. These increases are largely due to increases in PERS (Public Employee Retirement System), increases in benefit costs, a 4% increase in wages for police and police overtime costs. What is so mysterious about that? They are all valid costs, some (such as PERS) completely out of the control of the City.

There have been NO additional positions. There is the same number of FTE’s (full time equivalents) in the budget. What has changed are the titles of some positions. Some were eliminated and replaced with others, but the count remains the same.

Now if you look at some of the other funds, you will also see some increases. With the addition of Paramedic service there was a large increase in the EMT/Fire funding. We all know about that. I think what everyone is focusing on are one time monies (revenues) that have been awarded to us. So the revenue side of the budget has increased in these special funds, thus the expense portion has increased also.

Most of these monies are grants, state or federal funds that have restrictions on how they can be used. They cannot supplant General Fund expenses or personnel, and must be used for specific projects. Many of these are capital improvement projects, streets, parks, etc. Many of these grants are monitored and audited later to insure the monies are spent appropriately.

So when people start screaming there is 10 million dollar increase in the budget, it is because they don’t know how to read and interpret a budget. Most of the increases are for CIP (capital improvement project) items funded by one time monies. We should be really glad that the staff is proactive in retaining these monies, applying for grants; otherwise we could not afford many of these improvements. The only caution is to make sure that the ongoing operating costs for these projects is taken into consideration, because those could affect the General Fund.

Now to address the audits, or lack of. First of all when the discrepancy first occurred we had a new City Manager. They were hired and trusted that their Finance Director knew what they were doing and was following the legal requirements for audits. However, the Finance Director apparently did not file any audits for 3 years. It was really a matter of incompetence. Unfortunately because The City Manager was under the impression that the Finance Director was doing there job, the whole filing issue did not surface for 3 years. You can point fingers to whomever you want. I personally think the then City Manger should be liable. The Finance Director is a direct report to the City Manager, and the City Manager should also have been aware of the legal requirement to file audits. He should have followed up with the Finance Director after the first audit was not filed. It is not the City Councils job to micro manage employees. Fortunately neither of these employees work for the City any longer. Plain and simple, the then Finance Director screwed up. The Staff and City Council are now rectifying the situation.

Now another thing to note; the City underpays employees, we have seen that with the Police, and when recruiting for positions. Often we get “newbie’s” who are relatively inexperienced and use the City as their training ground before taking off for bigger and better places. Some of these people are talented, knowledgeable and smart, some are not.

The Best for Sierra Madre

It's about time the Star News mentioned our little burb again. Its seems as if they have been avoiding us for some reason? Well just in case you haven't seen the paper, today not only did they do a front page scoop about the ballot "typo" fiasco, but they eloquently endorsed their pick for Council.

Of the five candidates running for two open council seats April 8, we think Sierra Madre is best served by staying the course with the excellent leadership of incumbents John Buchanan and Enid Joffe. Solid preservationists and slow-growthers, they are also prudent stewards of the city's touch-and-go finances. They have helped stabilize Sierra Madre's fiscal picture and will continue to do so when re-elected. Both are proudly "green" - Buchanan is proud of his work for new park space and development impact fees; Joffe's business is in developing alternative-energy vehicles. Both have served as unifying mayors of the city, have long records of volunteerism and civic activism. Buchanan and Joffe are not finger-pointers but rather people who can bring Sierra Madreans together to meet the unique city's challenges.

For the City Clerk's race, we favor a change. We thank Nancy Sue Shollenberger for her service to the city. However, we think Karma Bell should step into the job. We agree with Bell's platform, to move the City Clerk into City Hall (the office is currently located in Shollenberger's home). This will provide residents quicker access to documents, minutes and other records.

And speaking of the City Clerk, looks like she took full responsibility for the typographical error. But she doesn't seem to know how much it will cost to reprint the correction and resend, which seems odd since her office oversees those types of things, right?

"I'm just going to accept full responsibility," said City Clerk Nancy Sue Shollenberger, who oversaw the preparation of the local sample ballots that went out to roughly 7,000 registered voters last week. Shollenberger, who is an elected official, said voters can expect to see the corrected page in the mailer that went out Wednesday.

She said she was not sure how much reprinting page 10 and re-sending it to voters will cost the city.

It turns out there are major errors in the printing of the ballot arguments that might lead you to believe the city council and police association (POA) support Measure P. In fact, the council and POA unanimously both recommend the following votes:

YES on U and UA
NO on P

Voting YES on U and UA will help provide vital funding for public safety (decent police wages and paramedic services). If Measure P passes, and U and UA fail, the city will be faced with a budget crisis that will likely lead to cutting virtually all services except public safety (no money for library, parks and recreation programs, etc).

As the editorial and accompanying articles on sierramadrenews.net explain, the errors in the ballot, as well as previous snafus that have cost the taxpayers a lot of money, are a disturbing legacy of our City Clerk, Nancy Shollenberger. After 24 years of running unopposed, we finally have a viable (and very capable) candidate running against her, Karma Bell. I wholeheartedly support and endorse her to be our
next City Clerk. This is a position many voters might tend not to pay much attention to, but in this election please be sure to cast your ballot as a few votes may make the difference in the outcome in a small city like Sierra Madre.

For city council, I recommend the incumbents, Enid and John, who have done a great job and are very knowledgeable of the issues and the government process, as well as committed to environmental improvement and preserving our small town character. The city will continue to face serious challenges going forward, especially budgetary, which will require qualified and dedicated Councilmembers who are able to transcend political issues, roll up their sleeves, make the tough (and sometimes unpopular) decisions, and work hard for the good of the city as a whole. Enid and John have both demonstrated a willingness and ability to do so.

Do you have the ability to work for the citizens of Sierra Madre without a partisan agenda?
I became Mayor immediately following one of the most divisive elections in the city’s history. I have worked hard over the past year to open lines of communication with all residents. My efforts included setting up a special “mayormobile” phone line at my own expense, establishing a monthly Walk with the Mayor, writing an local newspaper column and meeting residents for coffee. I attend and participate in several community events each week and I have also made presentations at many of the civic organizations in town as part of my effort to be accessible and available. I believe that my efforts have helped calm the passions that accompanied the debate over Measure V. As a Councilmember I have been respectful of all members of the Council and sought input from each member prior to voting.

What special talents or abilities do you bring to the table?
I have a passion for politics. My interest in city government dates to 1968 when, as a high school journalism student, I was privileged to attend a press conference held by Mayor John Lindsay of New York. I was hooked. Years after I moved to California, I became a government affairs representative for Southern California Edison. Part of my job responsibilities included attending city council meetings and I attended hundreds of meetings before becoming a civic volunteer in my home town of Sierra Madre. I have learned about Sierra Madre’s issues as a volunteer on the Ad Hoc Transportation Committee, General Plan Committee and Planning Commission. In 2004 I decided to run for City Council and was elected.

My passion for politics is matched by my passion for volunteerism. In addition to my civic volunteer service, I have served on many nonprofit boards of directors included the local chapter of the American Red Cross. I was the first female President of a local Kiwanis Club (Rosemead) and sponsored a Make a Difference Day in Sierra Madre.

What is the definition of a Family, and how do you intend to use it.?
The definition of family that was added to the City (Ordinance 1136, adopted in 2001) and repealed in November 2005 (Ordinance 1234). There is currently no definition of family in the municipal code although the term is used in hundreds of places. The lack of a definition allows flexibility of interpretation. It would be very costly to review every use of the term family in the code and consistently define it so I would not be in favor of that approach. To my knowledge, we have not had any situation where the definition of family has been a problem, for example housing discrimination. My preference therefore is to leave the term undefined in the code for now. However, if it appears that there are situations where discrimination is occurring or might occur, I would be in favor of creating a single, inclusive definition that makes it clear that any responsibilities, rights or privileges that accrue to heterosexual couples or families would also apply to domestic partners or same-sex couples or families.

I'd like to know how all the candidates are going to approach the budget if the UUT fails.
My first answer is that we cannot afford for the Utility Users Tax to fail. As Interim City Manager Don Hopper stated, we are living on our savings. Our residents need to recognize that we can no longer afford all the services we currently provide without some sort of revenue increase. The Ad Hoc Finance Committee took a very, very close look at our city budget and concluded that the monies are being used wisely and there is no waste. They complimented staff for doing so much with so little. As we know, the current one-time funding for paramedics runs out at the end of Fiscal Year 08-09. If the UUT fails, I would propose to re-convene the Ad Hoc Finance Committee to recommend budget cuts and budget priorities.

Are you willing to work to find ways to continue funding of services such as parks and recreation, senior services, and library services. Do you fully support these services?
I fully support the continued funding of services such as parks and recreation, senior services, and library services. I truly believe that it is these “human” services that define the culture of the community. In fact one of my master’s degree papers at UCLA was on this very subject. Measure UA, the advisory Measure connected to the Utility User’s Tax Initiative primarily addresses the funding needs for public safety services. We still have to address our below-market staff salaries and the future funding needs for other city services. I felt that we could not try to address all the financial issues in one ballot measure, but I fully intend to stay focused on the securing the financial future of our city.
10. What is your understanding of funding mechanisms for city services? Have you thought of ways to ensure that wages are adequate for all city employees?
See above answer. As a business owner I believe that the way you attract and retain good employees is by paying competitive wages and benefits. We have a very dedicated city staff but I can not blame any employee who leaves Sierra Madre for another city and receives a double digit salary increase. We have not addressed the true cost to the city of the constant turnover and of city staff and training of new employees. I can think of several instances where the lack of continuity in staffing has created mistakes and duplication of effort. I supported the funding of the Job Classification and Compensation Study to begin addressing this issue. That said, any changes to the salary structure must be fiscally responsible with a secure funding source. That is the challenge I plan to address in the next 4 years.

Would you consider yourself to be a city councilperson for everyone, bearing in mind that we all have vested interests in the town, even if we are politically opposed on some issues.
My professional experience at United Way and Southern California Edison and my leadership on the boards of many nonprofit organizations has taught me to listen to many opinions and work toward consensus. Consensus building is a messy and inefficient process but, in my opinion, it creates a better long-term outcome. In my 4 years on council and particularly in this last year as mayor, I have opened many new avenues of communication with residents including Walks with the Mayor, Coffee with Joffe, a special cell phone number and a newspaper column. What I have learned is that we all share a love for the history and character of this town and a passion for preserving it. We don’t agree on how to go about that. As someone who has spent many years recruiting volunteers and being a volunteer, I appreciate the fact that residents of Sierra Madre care enough to call and email and blog and come to city council meetings. I do believe we need to tone down the rhetoric and keep it about issues not personalities. If re-elected I will continue to do what I do best, listing to all sides of an issue and trying to bring people together to create a consensus.

I would like to ask the Council candidates is: will they, or why wouldn't they seek new bids and proposals from Arcadia PD, Pasadena PD and the County as a comparison against present services and the quality of services?
We already sought these bids during my term on council and compared the costs to our current public safety budget. The bottom line is that we have a very high level of service in Sierra Madre for the money we spend. If we contract with another city or with the County Sheriff’s Department we will get one dedicated patrol car. I am guessing that backup help could take 10 to 15 minutes to arrive (especially if it is coming from the Temple City Sheriff’s station). I believe that we should focus on continuing to fund the level of service we currently have. The fact is that Sierra Madre is one of the safest communities in California and serious crime is down in the last 2 years. Our Police Department and Police Chief should get full credit for this accomplishment. If it ain’t broke, why fix it?

How do you intend to approach the now stagnant projects in the downtown, when will the boarded up buildings become revenue generating tax paying businesses?
Sales tax revenue will never be a major source of income for our community. We currently receive about $200,000 in sales tax revenue or 3.3% of our general fund budget. However we do have a charming and walkable downtown that many cities can only wish for. As a renewable energy business owner by vocation and a planner by avocation, I believe we still have a lot of work to do to create the design guidelines that will give us the downtown we want. Measure V set limits on height, stories and residential density, but was silent on design. We could still get an ugly, boxy, post-modern 2-story office building totally out of character with our traditional downtown. Measure V is the law and I will fully enforce it, but in the next four years, I want to go beyond Measure V to create guidelines that ensure that we keep the human scale and walkability of our downtown. The City has budgeted a small amount of funds for a study to determine what type of businesses would fit with the character of our downtown. I believe that we need a public dialogue on what types of low density, boutique businesses are economically feasible for our community and then a city-wide effort to create those opportunities. Wishing for the Skilled Nursing Facility or Howies to return will not make it so—those businesses were no longer economically viable in our town. We need to replace them with new businesses that can thrive in our charming, small town environment.

Think Long and Hard Before you Vote

In the ballot that you most likely received yesterday you may have noticed that on page 10 there are a couple of glaring typographical errors. They jumped right out at me. They are located in the first and second paragraph in the Argument in Favor of Measure P, the reference to the UUT as Measure P instead of Measure U.

This is very distressing as the accuracy of the text of this official document is the responsibility of the City Clerk, our City Clerk, Nancy Shollenberger, the one up for re-election.

This is very distressing as the City will now have to do a mailing to every registered voter noting the corrections in the ballot. With the fiscal state of the city we just can’t afford to have these types of mistakes! The cost will be at least several thousands, printing, hopefully proofing and mailing costs. We can not afford these type of mistakes.

I was so appalled that I decided to do a little more investigation. It seems that for 7 years the same City Clerk neglected to publish all adopted ordinances. Ordinances that are adopted are not enforceable unless published, that’s the law. But for 7 years she just forgot. How can someone who has been in office for 24 years just forget to do something that she has been doing all along? This was discovered and made public in 2000-2001. The then City Council over the period of several months had to place on the agenda and repass all the ordinances for that 7 year period. This is again very distressing.

Unfortunately since The City Clerk is not accountable to anyone, not the City Manger not the City Council, seems like not even to herself, there was no type of reprimand for the 7 years of unpublished ordinances. The voters need to make her accountable.

It is also to note that the City Clerk, instead of working out of her office in City Hall like City Clerks should, works out of her home. This is because she also runs a business out of her home. I wonder what stays at her home and what comes to the office? Ballots have been at her house over night, so have many City documents, maybe all those ordinances fell behind the couch? The City Clerk should be working out of City Hall and ANY City related materials should stay at City Hall, and never be taken home.

Think long and hard about the above when you think about ethics and how elections are run in this City. Think long and hard about how close elections have been in the past and where those ballots may have spent the night. Think long and hard when you cast your vote on April 8.

Spring is in the Air

If you have had your fill of Wisteria blossoms, Kumquats and various Sour Grapes, I have a suggestion for a little botanical variety...

Many of you have never noticed, but the third steepest mountain range in North America is right in your back yard. No, that isn't an elaborate set designed for the Rose Parade, those are real mountains. And if you take a couple of hours to explore this weekend, you will find many wonders. It's OK, Beantown will still be there when your finished. The rains we have enjoyed this season have encouraged many plants too grow and bloom exuberantly, especially following a dry year. As the deciduous trees like Alder and Maple are barely starting to bud, some plants are already in full glory. Witness the California Lilac:

California Lilac is a genus of showy shrubs known as Ceanothus. They have become popular with drought tolerant gardeners in recent years, but they have been known to Canyonites for a very long time. Millard Canyon above Altadena was called Lilac Canyon in the 1800's. Sierra Madre's own William "Wilbur" Sturtevant kept honey bees that had an appetite for Ceanothus. This year, specifically right now, one can spot blankets of the blue-flowering species, especially on north facing ridges and in protected areas.

Another California native that has come out en masse is the Wild Cucumber, or Manroot. This vining plant has clusters of white flowers, cute little tendrils, and creepy looking spiked fruit. The cucumbers are edible, but you'd better be very hungry. They leave mummified carcasses along the trails that are reminiscent of Luffa sponges.

So, if you Canyonites are tired of looking at the same old Bird of Paradise that have been planted in a canyon where they don't belong, or if you want ideas for fire safe landscaping, head up the Old Mount Wilson Trail or drive up to Chantry Flat. And keep coming up as the months change. You will notice how beautiful our native plants can look with just a little extra water.

A Garbage Can Situation

Since the facts are there, newspapers, Herald Tribune, the LA Times and Dr. Laura Schelssinger, we can bring up the question that Ms McGillivray seems intent not to answer.

There are the critics that insist this thread is irrelevant to being a Council person, however it is not irrelevant. When the Presidential Candidates or any other candidate for political office begins to express religious views, family values views or take a stand on abortion what happens? This Country goes nuts. Look at the rumor about Obama being a Muslim. It should not matter what his religious beliefs are, but it does.

So in that light why would MaryAnn McGillivray crusade in the late nineties to deny same-sex couples with kids or foster kids the simple right to call themselves a family. WHY?

Background: In 1997, Then Councilmember MacGillvray prodded the Sierra Madre City Council to adopt a definition of “Family” that excluded same sex marriages, foster parents and couples that, for whatever reason, choose not to marry.

She is quoted by Dr. Laura Schlessinger in the book “Stupid Things Parents do to Mess up Their Kids”.

“The redefinition was considered important because, as Councilwoman MaryAnn MacGillivray said, ‘We didn’t want to expand the definition of family into a garbage can situation…the fact is this community takes a moral stand.’”

So what is MacGillivray suggesting? What is wrong with alternative families? The quote implies they are garbage. How are you going to tell that to a 15 year old foster child who is having self esteem issues anyway?

It seems clear is that MacGillivray has no qualms at all about labeling people according to her personal moral views, and persuading others to do so as well. We the voters ought to think really hard about whether or not this kind of divisiveness has any place in our City Hall. Not to mention that it has no place in politics.

What will she try to use that power for next? Censorship?

She said using the word ‘family’ to describe those not related by blood or law ‘degrades the meaning of the term’”.

People were harmed and affected, the families that are a group of people affiliated by consanguinity, affinity, and co-residence, were degraded, and the whole family debate fiasco was an embarrassment and is remembered as a black eye on our community.

“The Supreme Court in its infinite wisdom, gave us a definition of family that we in Sierra Madre do not think is correct. Sierra Madre is much more adept at figuring out what is best for our community. We are tired of big government jamming these things down the throats of the small community. We don’t have to swallow that”

What will she pick and choose next? I am in shock and awe that she thinks she can take on the US Supreme Court. Who is “we”?

What about the waste of the Sierra Madre City Councils and staffs time and taxpayers money having this debate and adopting the definition in 1997, what might she do next to waste the time and money of our City Council and staff if she is elected?

Thankfully on November 25, the Sierra Madre City Council voted unanimously to repeal MacGillivrays’ definition of family. The blended, gay and lesbian, adoptive, foster and unmarried families in Sierra Madre are now and always will be, families, not housekeeping units.

So it seems she will stay silent about this “family debate” black mark on her resume, perhaps she will also stay silent on the fact that she was not only on the Council but on the General Plan Steering Committee which adopted the General Plan that helped One Carter get approved, and that she would rather litigate the City into bankruptcy than work and deal with the realities of what is going on in the City. Perhaps the next tax increase will be to pay for the attorney fees to litigate and prevent any further developments from occurring in our City.

New Kid on the Block

I noticed that there are a couple new Blogs in Sierra Madre. Someone left a link to this site, if I didn't know better I would have thought our own Jim Snider was at work!

The other is here, and in Jae's own description:

"Centrism" is a political movement that believes in advocating both sides of a given issue in the interests of finding acceptable compromise that benefits the greatest cross-section of society. In most centrist debates, the solution will fall somewhere in the middle of the spectrum of available options.

"Penitent Ramblings" is devoted to furthering the cause of centrism and common sense both in the national arena, and in the Los Angeles "San Gabriel Foothills" region.

His Blog is good, rational, factual, and not poodle journalism. I think we will be hearing alot more from Jae. I for one look forward to another rational Sierra Madrean trying to get the facts straight, offering an opinion, I might add he offers a unique perspective being a resident of the City and working in City Hall.

I particularly like his most recent post "Seeing the Signs". His observations on Mr. Paschall's reasons for running for City Council basically mirror the flyer of his I received in the mail. Vote for me because I voted Yes on V, vote for me because our current Council can't be trusted, vote for me because? It would be nice if he actually told us why we should vote for him?

So welcome Jae to the blogsphere, and watch out for snarky commenter's.

Track Record

Our friends over at Sierra Madre News have pointed out a very interesting trend. One that all Sierra Madre voters should take into consideration before they cast their ballot.

Do they want a Councilperson who attends City events, who participates in the community, or an ostrich?

The question asked of the Scientist and the Car Salesman is:

Will you be like the two candidates you are trying to replace, and show respect for your constituents by showing up at community events? Or will you be like the two council members you've aligned yourself with, one of whom attended one of the 29, and the other of whom couldn't make a single one of the 29 events?

I think the lack of response to my questions is just another indication of the fact they need to be surrounded by supporters, and are actually afraid to enter a forum where they don't feel safe. I wonder if they will answer?

Farewell Jim

There will be an informal Memorial Service to honor the memory of Sierra Madre resident Jim Snider. We all know Jim, he wrote the funny and sometimes controversial Cumquat. He was a good guy and loved by many.

As we were all shocked by his sudden and tragic death, saying good-bye will help heal the soul. So please join us in celebrating his life at 5 pm on Saturday March 8 at 5 pm. The gathering will be at the fire pit at the entrance to Bailey Canyon.

Rotary to Sponsor Candidates Forum in Conjunction with League of Women Voters

The Rotary Club of Sierra Madre in conjunction with the League of Women Voters Pasadena Area Chapter will sponsor two candidate forums to provide residents of Sierra Madre with a chance to hear the candidates running for elected offices in the April 8 th municipal election in Sierra Madre.

The Rotary Club of Sierra Madre has invited John Buchanan, Enid Joffe, Kevin Paschal, Maryann MacGillivray and Bill Tice to participate in a forum for City Council candidates on Tuesday March 4, 2008 at 7:00 PM.

Karma Bell and Nancy Shollenberger, the two candidates for City Clerk, and George Enyedi and Salvatore Tesoro III, the two candidates for City Treasurer have been invited to participate in a separate forum on Monday March 10, 2008 also at 7:00 PM.

Both forums will be held at Sierra Madre City Hall in the Council Chambers and will be televised on local cable Channel 3. Residents are strongly encouraged to attend and pose questions to the candidates at these two events. The Sierra Madre Rotary Club will provide refreshments before and after both forums.

There is alot of support for the yes on V candidates over at the comments on the foothill blog, yet they don't seem to have any questions for their own candidates. Must be neighbors or sisters or something.

In any case I want to know what will happen with the cops if the UUT does not pass, I want to know how the candidates intend to deal with the blight in the downtown, the boarded up nursing home and the soon to be empty gas station, what about new revenue sources? I really don't care who voted for or against V, I just want to hear some intellegent practical answers.

If you did not reregister in the area but want to vote, and are registered in the county, you can go to any polling place and ask for a provisional ballot.

Who would need a provisional ballot? You claim to be properly registered and eligible to vote in the election district, but your name does not appear on the district register (poll book) and elections officials cannot determine your registration. These ballots are verified prior to counting.

After an extensive recruitment process, the City of Sierra Madre is excited to announce that Danny Castro of West Hollywood will be joining the All-America City team as the new Development Services Director.

Danny Castro brings to Sierra Madre over 15 years experience in the local government planning process, with expertise in both the public and private sectors. Mr. Castro was with the City of Beverly Hills Community Development Department for over 10 years in a number of positions, each with increased responsibilities. His work included a wide variety of residential and commercial developments, zoning and land use studies, and staff liaison for the Planning and Architectural Commissions.

Mr. Castro’s private sector background extended his expertise in project management as well as interests in historic preservation. At The Kor Group, a Los Angeles-based real estate company, Mr. Castro specialized in the conversion and rehabilitation of historic structures into residential uses. As a private planning consultant, his clients have included the cities of Claremont and Santa Monica, reviewing projects subject to design review, compliance with historic preservation policies, and environmental review requirements.

Mr. Castro resides in West Hollywood where he is currently the Chair of the City’s Historic Preservation Commission, which, through various means, helps to preserve the community’s character through the protection, enhancement and preservation of cultural resources.

Danny Castro is a native Californian, and grew up in Chula Vista, a suburb of San Diego. He graduated from California State Polytechnic University, Pomona, with a Bachelor of Science Degree in Urban and Regional Planning.

City Manager Elaine Aguilar stated, “I welcome Danny to the City of Sierra Madre. I think he brings the perfect balance of experience, technical expertise, and approachability that’s important in his new role as Development Services Director.” Mr. Castro will begin his tenure with the City of Sierra Madre on Monday, February 4, 2008.

UUT

I am sick of all the uninformed comments over at the FCblog on Sir Eric and Paddy Wagons posts. I read the UUT and here is some information for those who want it.

First let’s start with some facts.

The current UUT has been in place since 1993.

There are 3 questions being asked of the voters:

First being the ordinance to prohibit paying police officers LESS than the lowest of 10 San Gabriel Valley police departments.

Second the ordinance to increase the UUT by 6% to maintain general city services, expand exemptions to low and very low income households and establish an oversight committee.

Third ordinance would be contingent on the passing of the UUT. This would dictate that the additional revenue generated by the increase be used for the police raises.

So this allows, if you are for the UUT increase to vote for it, to supply additional revenue to the city general fund, yet vote against using it solely for the police department raises. I assume at that point the money would be used to fund all city needs and would be overseen by the committee that will be formed as part of the UUT. I don’t suppose anyone thought about that scenario, interesting twist on the whole thing in my opinion.

That resolution was adopted and signed by the Mayor putting these on the ballot on December 11, 2007, the vote was 5-0.

Now for the actual UUT, some points of clarification.

The increase will be from 6% to 12%, this will take place over a period of 3 years, with an 2% a year beginning July 1, 2008. It also gives Council authority to establish a lesser rate on or before August 1 of any year.

However there is a sunset clause. The tax will diminish at 2% (back to 10%) a year beginning June 30, 2014, then to 8% on June 30, 2015 and back to 6% on June 30, 2016.

So in essence over the next 8 years we will pay 12% for a total of 4 years, 10% for 2 years and 8% for 2 years. Then the tax will revert back to 6% and the charges on the additional services as dictated by the new UUT will continue. So in 2016 you will be paying 6% but on more services; so there will still be an increased revenue stream, but not as substantial.

There are pages and pages outlining the specific services that will be taxed, because technologies have changed so much in the past 14 years, I supposed you would have to sit down with both the old UUT and the new to determine exactly what some of the new taxes are on, some are more obvious.

This one is interesting; according to the ordinance, it is to fund general city services, including safety services, street maintenance, library services, and park and recreations services. Not just Police and Safety service, so my question of the day is, if the increase UUT passes and the third ordinance that reads:

If Measure ____, the increase in the Utility users Tax is approved by the voters, should the additional revenue generated by that increase be used to fund public safety services including paramedic, police salaries and benefits and additional safety staffing.

Passes the police get their raise.

So if measure ___ does not pass then the revenue can be used for General City services as dictated by the oversight committee, otherwise the police make out and get everything on their agreement and to hell with the rest of the city services. Right?

The oversight committee with be the City treasurer and 5 members of the public, each councilperson making one appointment. It does not say anything about how long each member will preside on the committee and if the make up will change based on elections.

So that is the main theme of the UUT. If someone wants to do an analysis of the additional services that will be taxed and put up a matrix of new versus old, which would be cool.

Initially I thought that the UUT was a good way to increase revenue for a city that does not have an easy way to increase revenues, with low development, oops, no development, low sales tax revenue etc.

But now with the Police department holding the whole thing hostage with their raises, I am not sure that I agree with it. I like the fact that there is a sunset clause and an oversight committee in place to make sure that it is spent appropriately, but if measure ___ passes, it won’t really matter will it? The cops will get what they need, and the rest of the city?

So I really don’t have an opinion yet. The jury is out and I need more information. I need to ask some of those questions.

Petitions and Poodles

Since the folks over at the FCBlog are debating whether or not a Poodle can write better editorial copy than Sir Eric, I thought I might bring something or more importance to your attention. (BTW I am voting for the Poodle, they are gnarly)

The folks at The Adams Pack Station have brought something to my attention, and it warrants a look and some research. If you ever hike the area in big Santa Anita Canyon and Chantry Flats this could affect you! Apparently according to the web site:

The current policy of Sierra Madre Chief of Police, Marylin Diaz, is to block these entrances to the Angeles National Forest on "Red Flag Days”….... Police officers, which are lacking as it is in Sierra Madre, have been instructed to guard these entrances. On at least two occasions, helicopter patrols have been employed at great expense to the taxpayers.

So, what is all the fuss about? And what is a "Red Flag Day?" A red flag warning is issued by the National Weather Service (click here for Red Flag criteria) and is broadcast by local radio and television stations. It essentially warns of high fire danger. This is not a new program, but a lasting hysteria following the recent wildfires has prompted Sierra Madre's new policy. It should also be noted that the community has a relatively new membership in the Fire Safe Council. What we want to bring to everyone's attention is that on every Red Flag Day since the wildfires, the Angeles National Forest has been open. Of all the 650,000 acres of public forest in Los Angeles County, only two entrances were closed, both in the City of Sierra Madre.

Apparently this closure caused a problem over the holidays.

For example, the police department closed the road on Christmas Day. There were severe winds on Christmas Evening and the road was open. On Christmas Day, the air was still. The Christmas Day closure was particularly unfortunate. It trapped a dozen people inside.

As untimely as the Christmas closure was, the City closed the road on December 31st, around noon. This left 50 cars locked in. They stationed two officers at the gate for a while; however, when the officers left the majority of cars were still in the lot. Visitors found themselves at the gate with no way to get out. The sign on the gate has incorrect information.

The Petition is worth a read. As a Canyon dweller I am very concerned about wildfires and careless hikers. On the other hand should the City spend their resources dealing with a US Forest Service issue? Does the City have legal authority to make these decisions? They sure are not staffed adequately to handle it! So Please take the time to read the petition, and not just draw conclusions, their Reasonable Standards look reasonable, so do your civic duty and go sign it! (The Poodle would if he had opposable thumbs)

I want to take this opportunity to congratulate the Sierra Madre Rose Float Association for their trophy in the parade, Princess’ Trophy: Most Beautiful Entry 35 feet or under; and to thank and acknowledge the hard work of the group and all the volunteers! Every year the City has something to be proud of in the Parade. People from all over the country see our little town represented in this annual event. You guys rock!
I also want to note that, Emeril Lagasse, who was selected to be Grand Marshall of the Rose Parade, and do the coin toss at the Rose Bowl game, is more than just a celebrity chef. I noticed in many of the articles that discussed is participation in the event, neglected to note that he not only owns restaurants all over the country, has cooking shows and several books published, but also established the Emeril Lagasse Foundation in 2002,it raises monies that supports various children’s charities and seeks to inspire and enable young people from disadvantaged circumstances. He is truly a good guy, not just a celebrity.

CITY OF SIERRA MADRE AND POA REACH AGREEMENT, PENDING VOTER APPROVAL OF U.U.T.
The City of Sierra Madre and the Sierra Madre Police Officers’ Association (POA) reached an agreement Tuesday, December 18, 2007 settling the long-running salary dispute. A three-year Memorandum of Understanding (MOU) approved by the City Council at Tuesday’s Special Meeting, gives the POA an average salary boost of 9 percent beginning July 1, 2008. This will be followed by an average of an 8 percent increase the second year and a 7 percent the third year.

City Manager Elaine Aguilar stated, “Implementation of this MOU is contingent upon the proposed passage of the Utility User Tax Measure at the April 8, 2008 election.” Based on the recommendations of the Citizen Advisory Committee, the City knew it could not afford to increase police salaries without a new source of revenue. The proposed UUT measure increases the UUT over three years from the current 6 percent to a maximum ceiling of 12 percent, determined annually by the City Council. The measure also modernizes the current Utility Tax Ordinance to reflect changes in communications technologies. Finally, an Advisory Measure on the ballot will seek citizen input on additional public safety uses of the funds generated by the UUT.

As part of the agreement, the POA will cease campaigning for their own pay and benefit ballot initiative. Instead, they will encourage residents to vote for the UUT measure and the Advisory Measure.
POA President John Ellins commented, “The Sierra Madre Police Association thanks the Mayor Enid Joffe and the City Council for their unanimous support. The POA is pleased that this agreement not only guarantees the future of the police department, but helps protect the future of all city services.” He added, “We encourage the citizens of Sierra Madre to support the UUT tax so there will be sufficient funding for all public city services.”

“This is a historic agreement between the City of Sierra Madre and the Police Officers’ Association,” said Mayor Joffe. “It ends years of discord between the City and the POA and provides our outstanding police force with a significant increase in salaries over a three year period.”

The last time the City and the POA mutually agreed on a MOU agreement was for the 1998-99 fiscal year.

Other provisions of the MOU include:
• An increase in health benefits consistent with the general classified employees.
• A fiscal emergency provision that allows the City to suspend salary increases if City revenues decline by more than 3% in one year.
• An opportunity to re-open discussion of the POA request for improved retirement benefits in 2010.
• An end to previous litigation between the City and the POA.

The Utility User Tax and Advisory Measure will be on the April 8, 2008 election.

Of Bears and Persimmons

On my way home last night there was a bit of a traffic detour on Grandview near Mountain Trail. The road was closed. So I detoured to Alegria to get up to the canyon.

Turns out someone was hungry for some yummy persimmons! Ms. Bear had finished with the fruit on Laurel and was hanging out in Pine Tree on the corner of Grandview and Mountain Trail along with several interested neighbors and the press.

Neighborhood Schools

This post is getting alot of comments over at the FCBLOG. I thought I would put it up here in case you haven't seen it yet. I have requested specific details on the expansion from the City, but have yet to hear from them. I will post those as soon as I recieve them. I also want to make clear that I don't condone "not standing up for your rights", as I was acused of over at he FC, but I ask that you take a step back and not react to the stiuation with out the facts. God knows the people in this town tend to be a bit reactionary.

Here it is:

Not sure if any of you Sierra Madreans have noticed the signs on west side of Michillinda protesting a proposed expansion of Alverno High School. I am not clear of the extent of the actual expansion but it does include a soccer field. I have requested the details of the project through the City’s web site, however until those are available I would appreciate any facts that you have regarding this project.

I also thought it was quite ironic that the school across the street, La Salle, just won their court case on their expansion last year. The neighbors sued the school for a variety of reasons. (actually it turns out it was for the lighting)

“We were all vindicated,” Little said Friday. “It was not a surprise to me or any of us. The judge rules on the law.”

Sounds like it was a frivolous law suit, and I just hope that the people of Sierra Madre don’t repeat this type of behavior, wasting taxpayer dollars on attorney fees because they can.

Fact versus Fiction

It seems that this mere announcement has begun a huge debate on the Police salaries and the value of other City services. I do appreciate the opinion of a former City Councilperson; as a wise man once said, until you walk a mile in their footsteps.

So when a commenter accuses me of passing information to the Police so that they can get a ticket, I say FICTION and paranoid in the same breath! How am I going to trace the name and address of an anonymous poster? That is unless I am a cop with all the high tech equipment for IP tracing….. Yea right.

And when I hear the city is broke and has no money for raises, I say FACT. Because a lot of other cities in the SGV are also in the same place as we are. Because if we give the cops there raise, what money will we have left to run the city with? And when you think we are overspending, then start thinking about how you would feel if you didn't have that service available to you or your neighbor or child. As I said before we heart Sierra Madre.

So I challenge you the commenter's to provide me with facts that can be substantiated. Not opinions that are so far fetched that not even a shred of truth can be found.

Send them to me and let’s put them up here for a debate on the realities of it all.

The Moran, Heydorff, and Alden families, who make up the Sierra Madre Christmas Tree Company, have generously chosen to support the Youth Activity Center (YAC) this holiday season.

This year the Youth Activity Center was chosen to participate in a program that gives back to our great community. For every tree that someone purchases in the name of the YAC the Sierra Madre Christmas Tree Company will donate $1 to the YAC. By making a similar donation promise last year, $500.00 was raised for the Sierra Madre Volunteer Firefighters’ Association.

The tree lot opens on December 1st and we look forward to see you all there!

Beginning on Wednesday, November 14, 2007 City of Sierra Madre staff received reports that residences in Sierra Madre received automated telephone surveys regarding the Police Officers Association (POA) Initiative. This survey was not issued or sponsored by the City of Sierra Madre.

On Thursday, November 15, 2007, the non-profit Police Officers Association union confirmed that they were conducting the survey.

I heart Sierra Madre

We love our parks, our library, our quaint little downtown with no graffiti (usually), our volunteer fire department, our new paramedic services, our dog park, senior center, the YAC, property values, BeanTown, The Buc, 4th of July Celebration, Mary's Market, taco Tuesday's, the award winning float the volunteers build every year, the history, oh and don't forget the beloved vine! Maybe even perhaps the nasty politics and gadflys that keep us entertained occasionally. Did I miss anything important?

This type of bucolic existence didn’t happen over night. It evolved, and we the residents are cashing in on evolution. City services cost more and more every year to maintain. Has anyone ever heard of inflation, a C.O.L.A.? Not the kind you drink, the cost of living adjustment, C.P.I. ? Consumer price index. If we want to maintain services we have to pay for them, and they don't cost what they did 10 or 20 years ago. Some of you think they do.

So the cops want a raise. From everything I read they probably deserve one. Are we going to get better and more policing for the raise? No. We are going to *catch them up* to what they should have beenmaking. We are fixing a problem that started years ago when someone decided they could pay 30% less than everyone else is paying. Someone has to deal with this; it can*t continue to be ignored. Should other services suffer? That’s for us to decide! If we want to maintain our happy little place on the map, our bucolic existence, our fantasy with the vine, we need to start paying a fair price for it. Services are not free, and we live here because we like them!

It’s true that the lack of state-required audits raises concerns about the City’s financial management systems. Is the City hiding something, or is it just a case of one more state-mandate that a small city staff has no time for? Those who accuse the City of spending frivolously, that the financials are top secret, that the City refuses to tell us how our money is spent should use the Public Records Act, and ask for the data formally. The City is required to give it to you. You can get pretty much everything other than personnel records and confidential police data, including salaries, phone records, e-mails, so why would the City be trying to hide financials? And when you get these records and validate your accusations. Send me the data and I will be happy to post it for all to see.

Apparently the city will be getting a new Mayor for a few hours on Sunday. I wonder if he will support measure V, hopefully not, and how he feels about the police and their pay increase, should other services be displaced Huell? Maybe he can do something about those boarded up buildings in the downtown?

There will be a big party where you can meet him and ask him all those questions and maybe get on TV! The culmination of a whole year of parties, no wonder there has been no time to do anything productive!

If you are there at 4:30 you can be part of the "All community Photo" that will be taken. I hope they check I.D. to make sure that no non Sierra Madreans are included in that picture, that just wouldn't be fair now, would it!

Well it looks as if the Throw Away has another edition on the street. Of course the potential initiative that will be on the ballot, and discussion on the Ham-Hock Finance committee is front page news. *Seriously* I do not understand how this community can expect to retain the level of services we have for Library, Recreation, Seniors, Youth, Safety, and give the cops a raise, with out increasing taxes.

Where else will the money come from? No big revenue source will suddenly appear unless a Walmart gets built in the downtown. Maybe a Walmart that features Taylor's fine meats.

So get real people. Pay for what you get, be thankful this community continues to have the level of fine services we have. And if you think there is waste in the coffers, then you run for City Council and find it.

The Throw Away also dissected legal fees the city has spent this year. We are lucky we spend as little as we do on Attorney fees, with all the crazies incurring legal costs for everything, Measure V, 1 Carter, Stonehouse. Maybe one of the overpaid attorney's who live in town should "volunteer" their legal services for the City so we can save some dollars. Now that is the spirit of volunteerism that this City was built on!

Speaking of volunteers, one of our own Canyonites, Ted Saraf was honored with the Chiefs Special Award for outstanding to duty or service. Way to go Ted! By the way, he also started our neighborhood watch up in the Canyon. Keeps all the bad guys away.

I have been downtown at the court house doing my civic duty serving on a jury for the last few days. Fortunately the case was settled today, and my estimated 3 week trial, was only 3 days.

I have been enjoying riding the gold line into the city, walking all over the civic center at lunch time and getting a taste of the City of Angels. Mayberry can be a little simple at times.

So when I was on a break making my way out of the building in search of a Starbucks, who did I per chance run into (so to speak). Yes, the weirdo himself! Phil Spector. He is as creepy in person as he is on TV, and he is also quite short. It was surreal watching him walk by me with his entourage, bodyguard, attorneys, I did a double take.

What were the odds. Oh well back to Mayberry.

I actually stooped so low as to read that throw away that appears in my driveway from time to time. The PSN and SGVT have had not a thread of scut about sleepy sSierra Madre so I thought I would see what the crazies were up to, and sure enough.

Headline is “Water Abuse in Sierra Madre”. Well we all know that most of Southern California is under water restrictions, mandatory conservation. Some cities are taking it more seriously than others. I know that hotlines have been set up in neighboring Foothill Cities, and I reported the Rules & Regs here several months ago. Watering lawns and gardens between 10 a.m. and 4 p.m. is prohibited, as is hosing down walkways, driveways, patios, etc. Only decorative fountains with recycling water systems may be operated. Washing machines and dishwashers should be run with full loads; automated car washes are preferred. Fix or report leaks promptly. Restaurants will provide water only when.

Well Susan Henderson of the mighty Throw Away, since she has nothing better to do obviously, has taken it upon herself to report that the developer at Carter 1 is legally buying water from the city! OMG! This is front page news in fact. A developer is buying water, thus creating revenue, for the City of Sierra Madre. And why is this important? Well because some concerned citizens are troubled that they will use up all our water, and what will we have to make our lemonade with?

That same citizen bothered to take a photo of the developer legally obtaining water from a meter that he legally obtained from the city at a cost and is paying $1.79 per unit. This crazy citizen should spend their time wandering around town between 10-4 and take pictures of all the people hosing down their driveways, watering lawns, and washing cars which at this point is illegal. That is the news, these people should be fined or sited.

But no, in this town which is dived by no development versus, really no development, lets pick on the developer who is legally doing his job. Or better yet lets stop all development all over town because of the water shortage!

Come on people!

That is why I call this rag the throw away. All the news not fit to print.

Pancakes Build Local Park
The Sierra Madre Kiwanis Club will host its annual Pancake Breakfast fundraiser on Saturday, September 15 in Memorial Park. Breakfast will be served under the pergola, beginning at 7am, with service until 11am.

There will be plenty of pancakes hot off the griddle, plus sausages, coffee, and orange juice served to hungry Sierra Madreans. The cost is only $5 per breakfast.

The Pancake Breakfast is a major fundraiser for the Sierra Madre Kiwanis Club. Monies raised from this year’s breakfast will help pay for the new “pocket park” on Sunnyside Avenue, which will begin construction soon. Past Kiwanis projects have included computers for the library, improvements to Sierra Vista Park, tables and chairs for the Senior Center, the summer reading program at our local library, and other worthy causes in Sierra Madre.

Tickets are available at Webb-Martin Realtors on Baldwin Ave, from any Kiwanis Club member, or by calling Kiwanis Club President Hank Landsberg at 355-3656.

It seems for a City the size of Sierra Madre the ratio of people to a variety of things here is disproportionate. I have lived here over 10 years now and though my very thorough observations have concluded that Sierra Madre has an excess number of:

1. Men over 40 with pony tails
2. Volkswagon Buses
3. Hippies
4. Bears, deer, raccoons and skunks
5. Coffee shops
6. Churches
7. Bloggers
8. Websites
9. Wisteria Vines
10. Gadflys

Also during my search for some content to blog about came across some interesting statistics:

77% of residents are homeowners, 19% are renters, and the remaining 4% are vacant residences, a pied-à-terre perhaps?

Median income is $75,000. Median age is 42, with the 35-60 age groups making up about 40% of the population.

Disturbingly 86% of the population is white, so diversity is not a strong point; however 61% are registered Democrats.

I suppose I really fit right into the community based on these statistics. Oh, and I so wanted to be special!

The Development Services Director is one of seven department heads and a member the executive management team. The position is also the Assistant Executive Director of the Redevelopment Agency. In a strong teamwork-oriented environment, the Director provides expert professional and highly responsible and complex administrative support concerning planning related matters to the City Manager, Planning Commission and City Council. This position is responsible for coordinating activities with other City Departments and external agencies.

It is interesting this job is not posted on the City Website (yet). Following a copy of the text on the job flyer, that's a boat load of work, especially with all the Measure V implications (oh, God, did I say V?).

I wonder why the PSN fet compelled to write a story called Tenacious veteran city manager likes challenge of job. Here is the whole PSN story about the losing contender for City Manager.

Perhaps the sources they interviewed that were not completely reliable made them feel a bit guilty about all the bad press Mr. Baxter ultimately received.

Brad Baxter claims he didn't get the job because...

Baxter admits that, because of his demeanor, he quickly makes both fans and adversaries in the cities where he works.

"My career reputation has always been as a change agent and a person who has been able to tackle hard things," he said.

That reputation, along with reports of his short stays in certain cities, may have cost him the city manager position in Sierra Madre, he believes

WIth that attitude he probably would not have lasted long before he started pissing off Council and Staff. Now he reins over beautiful Beaumont. Wonder how they like him there?

An inside source tells me that the Planning/Development Services Director has resigned. I tried to call City Hall this morning to confirm, how ever it was closed. Didn't realize it was a holiday. Oh and according to my friend Ed over at Inside SoCal the Police Chief is not resigning.

Los Angeles County's first-ever female police chief vehemently denies rumors that she is planning to take her leave of the city of 11,000.
"I don't know how that (rumor) got started," said Marilyn Diaz Diaz, who resides in Sierra Madre, on Tuesday afternoon. "I have not applied elsewhere, and I have no plans to. I love working and serving in Sierra Madre. I think it's the perfect place to be a police chief."
She said she was surprised to hear from officers in other police departments who heard she had applied to work for their department.

So lets see what gives here, and what staff is left for Elaine to supervise.

Pretty Penny

Well our new CM will be making a pretty penny, $35,000 a year more than our previous CM. Maybe he might have stayed for that kind of dough. The PSN reports:

Aguilar will be receiving $137,500 annually in the job, a jump from former City Manager John Gillison's salary of $103,000 a year.

Her old boss said:

"She coordinated all agenda reports we used to put out or any analysis I needed done. She (created) an excellent work product, and she had a great rapport with community."

But can she run a City?

Lets hope shes worth it.

Well I just got it straight from the horses mouth at City Hall! Elaine Aguilar, former Assistant to the City Manager in Glendale, is now the City Manager of Sierra Madre. I should have the press release in my hot little hands very soon.

Oddly enough the meeting was at 8 am this morning to accomodate Enid Joffe who attended from Ireland.

The City Council unanimously selected Elaine Aguilar, who will assume the post effective August 27, 2007. Ms. Aguilar brings more than twenty-three years of local government experience to the job, and has held the positions of Management Analyst,Administrative Services Manager, Assistant City Manager and most recently, the Assistant to the City Manager for the City of Glendale, California. Looks like the City of Sierra madre is still unfulfilled. Last night Council took no action as reports by the PSN.

SIERRA MADRE - The City Council did not make a decision on its top executive position late Tuesday night, despite reports that the assistant to the Glendale city manager is in negotiations for the job.

"No reportable action was taken in closed session," City Attorney Sandra Levin wrote in an e-mail sent at 11:39 p.m. Tuesday. "The public session status report on the recruitment was that it is still in process."

Another Election?

As we all know the Police Department wants a raise (don't we all). They are the lowest paid agency in the SGV.

...The Sierra Madre Police Officers Association passed around a petition that garnered 1,767 signatures - more than the required 25 percent of the cities almost 7,500 registered voters, according to City Clerk Nancy Sue Shollenberger...

My only question is, did all those people who signed that petition know where the money for the raise was coming from? Unless there is a tax, or something is done to increase revenues, basically, you have to cut other services. Giving to Peter to pay Paul.

So whats the plan? Maybe the new City Manager can figure it out.

I noted there were at least 7 Sierra Madre Blogs but once the election was complete, most of those dropped of the blogsphere. So did that bird cage liner I used to get weekly in my mailbox!

Still posting are the Madruh, inSierraMadre, Sierra Madre News, and of course Dirty boy Jim. I guess Hail Hamilton has a blog, but from what I read, its really not worth mentioning.

Looks like according to Councilperson Watts and the SGV Tribune we have a new CM. Too bad they couldn't get anyone a little more intelligent to interview. Since the the information in the paper was vague and sketchy, I did a little digging myself. I hope the Council googled him and had him explain some of these issues before they made the offer. This one seems a little intense, especially the May 11, 2006 post.

And those Yes on V bozo's are gonna love this one!

Sierra Madre made the news today as we begin yet another celebration related to the Centennial.

The Sierra Madre Historical Preservation Society will screen the three biggest studio movies that were filmed locally from noon to 6 p.m. Sunday at City Hall's Council Chambers, 232 W. Sierra Madre Blvd. Tickets are $10.

The movies are:

"Seven Little Foys" from 1955, which starred Bob Hope;

"Invasion of the Body Snatchers" from 1956; and

"Family Plot" from 1976, Alfred Hitchcock's last film.

Most famously, the original version of "Invasion" saw lead actor Kevin McCarthy catching the locals unloading the pods from trucks.

Was that a sequel that I saw being filmed about two years ago in Kersting court, I swear I saw some pods there.....

Ok, now it the time to celebrate! According to the PSN the National Civic League named Sierra Madre as on of the All America City winners...

Sierra Madre was among 19 cities nationwide who competed for the honor, which the league has been giving out to communities for 58 years. Sierra Madre was among nine winners, the others of which can be found on the league's Web site at www.ncl.org

Now I just hope the Mayor is right...

...But Joffe hopes Friday evening's victory will help the community put the negativity brought about by Measure V aside....

I guess being a finalist for the AAC award is getting us quite the local buzz! Who would have thought! The PSN says:

Bearing wisteria vine branches aplenty, a delegation of about 60 Sierra Madreans took the stage Thursday at the All-America City Award competition, singing "Happy Birthday to You" to their city in honor of the centennial of its incorporation....

"As our fine city celebrates its centennial in 2007, I'd like to introduce you to the true treasure of Sierra Madre ... its active citizen volunteers, who for the past 100 years, have worn many hats filling many roles making this the outstanding community that it is," said long-time resident and volunteer Lisa Spigai-Perez, kicking off the presentation.

So when I read the criteria for becoming an AAC, I kinda wonder if the last 6 months of politcal unrest will be ingnored. Cuz I kinda think that FC is right, SM does have a dark side.

And secondly... I think that based on recent events, and reporting of those events, the downtown will continue to have boarded up buildings, and empty storefronts. New business will stay away, and what could have been, will take years and years to be.

Sierra Madre mayor ignores recall effort
Newly appointed Mayor pro tem Joe Mosca is turning his focus from a possible recall election against him to the long-term deficit the city is facing.

Mosca, who received more votes than any other candidate in the April 2006 election, sent an e-mail April 9, telling his supporters that the city clerk had approved the recall petition for circulation and asking them for their assistance in organizing a "Stop Recall" campaign.

He has since changed his mind.

"We started talking and meeting and putting some stuff together," said Mosca, 34, a bankruptcy attorney. "Then I decided it would be better to focus energy and time on city business."

Mosca noted that a Tuesday council budget discussion revealed that city staff was recommending all city employees' salaries remain status quo.

"The city is facing a structural deficit," he said.

Since Tuesday, he said, the Sierra Madre Police Officers Association has been gathering signatures, asking for a 20 percent raise for local police, who are currently the lowest-paid city police in the San Gabriel Valley.

He said the raise they are asking for would put them in line with other lowest-paid police departments.

"Police are not getting paid what they need to be paid," Mosca said. "We know that, but we don't have anything to pay for that. The \ paramedic program can't be funded for more than two years. We need to fund these things."

Mosca supporter Jan Reed said she has heard that the recall petition is circulating, adding, "They know better than to come here."

"Here's a fella that has done more in the short time he's been on council than anybody I know," Reed said.

Mosca said he and his supporters have heard little about the petition and are hoping the effort will blow over in light of the city's major financial troubles.

"I haven't heard of anybody being approached to sign anything," he said of the recall campaign.

But some residents are pounding the pavement, working to gather the required 25 percent of signatures from the city's roughly 7,000 registered voters that would force a recall election.

As of Sunday, resident John Crawford said he had almost 100 signatures from those disappointed in Mosca. Five more weeks remain until the signatures must be ready.

"A lot of people that I talk to are holding Joe responsible for a lot of what the town has been put through," Crawford said. "They realize he was elected as an anti-development candidate, and he waffled."

Recall supporters claim Mosca broke campaign promises to support a vote of the people to decide if they wanted to move forward with the city's controversial Downtown Specific Plan, which some residents feared would cause overdevelopment in the downtown area.

Mosca has defended himself, saying the plan was only in rough draft form in June 2006 when Councilman Kurt Zimmerman asked that the plan be put in the form of a referendum on the ballot.

"What is the point of going to all the trouble of creating a downtown development plan just so that the town could turn it down?" Crawford countered. "The town is against development."

Mosca has also vehemently denied being pro-development.

Reed said the accusations that Mosca lied to those voters who supported him in his run for office are "ridiculous" and "untrue."

"All he wanted was for the plan to be completed, and then go forward on it," Reed said. "You can't vote on something that isn't a complete project."

But since the passage of Measure V - which requires a special election for any proposed developments of more than two stories, 30 feet in heights and 13 dwelling units per acre in the city's downtown - Mosca said most of the plan is now moot.

"At this point, it's pretty much non-existing," he said. "Measure V is the law in downtown."

Many of the Foothill Cities are putting stage one water conservation in effect because of the current drought conditions.
The SM website says:

“Mandatory water conservation is now in effect due to below-average rainfall. Watering lawns and gardens between 10 a.m. and 4 p.m. is prohibited, as is hosing down walkways, driveways, patios, etc. Only decorative fountains with recycling water systems may be operated. Washing machines and dishwashers should be run with full loads; automated car washes are preferred. Fix or report leaks promptly. Restaurants will provide water only when requested. “

There are many of you who are offended by Jim Sniders outlandish blog over at the Cumquat. I have to be honest; I think it is a bit fringe. I was even more appalled when I found this Sierra Madre site, blaspheming women!

It is unbelievable and quite offensive. I could only include small quotes as I try to keep this site at least PG.

Oh Deer!

One of the best reasons to live in Sierra Madre, other than the political circus every few years, are the deer. Those big ears, endearing dark eyes, shiny black nose that twitches and the babies following the mama deer around, ok, so it’s sounding like a Disney movie, but Sierra Madre is the happiest place on earth, right?

A couple evenings ago I was on my home from work driving down Grandview and there in the front yard were 3 deer munching on a Cumquat tree (they may have been loquats). Quite enjoying the fruit! How Ironic!

I have a mama deer and her offspring that like too trot down the street in front of my house early evening and graze across the street. I can stand in my front yard and talk to them in a quiet voice, telling them about my day, the weather, asking them about what good eats they have discovered, if they idolize Bambi, and of course giving them the latest Sierra Madre news. Usually by then they trot on down to the lower Canyon to see what the eats are at Mary’s Market. The deer are not interested in the Council antics, or Measure V. How refreshing.

Mayor. Yes, we have a new one and she wears a dress! GO GIRL! After some comments made from another state it seems to remain, a council that is clearly divided (and we thought that it was over). I guess we need to find a fat lady and get her some singing lessons.

On another note I am tired of reading that silly throw away. I honestly hoped I would stop seeing it in my mailbox after the election. *sigh*. It does however line the cat box nicely. Does anyone know if you can unsubscribe?

We here up in the Canyon encourage all Canyonites and other residents to go to the City Website and comment about what you would like to see on our web site. Streaming video of the council meetings would be great. Especially if you have selected a direct TV or Dish TV option and can’t watch them on TV any longer.
